They will desperately try to enter the country's territory in hope of a better future. This is exactly why the US has the strictest customs law implementation in the world.
If you will travel to the United States, you will encounter the US Customs and Border Protection. This agency implements all the Customs laws and policies. You will have no choice but to face them.
En Route
If you're not a US citizen, the airline will provide you a form to fill out while you are still en route. It can be Form I-94, Form I-94W, Arrival/Departure Record, Customs Declaration form 6059B, or Non-immigrant Visa Waiver Arrival/Departure Form. You will need to supply basic identification data and the address where you will be staying in the US.
Upon Arrival
Upon arrival, you will need to proceed to the inspection area. You will fall in line and talk with a CBP officer. If you're a US citizen, there may be a special line for you. The customs officer will ask for your Customs Declaration form and passport. If you're not a US citizen, use the designated lanes. A Customs officer must determine the reason why you want to enter the country. You need to show him your documents. Normally, it takes around a minute. If you are permitted to enter the country, the officer will stamp your Customs Declaration form and your passport. You will also be issued a completed Form I-94. It will show you how long you are allowed to stay in the US and your immigration classification.
Customs officers have the power to decide if you should be permitted to enter the country. Of course, their decisions are based on a concrete reason. If you have violated the law or any policy, you will either be held temporarily until they have arranged a return flight for you, or be placed in detention. If you have a visa, they can cancel it.
